NUR-SULTAN. KAZINFORM - Famous impresario Elbrus Imambayev proposes to develop a law "On the philanthropic movement in Kazakhstan", thanks to which, according to him, Kazakhstani artists will have the opportunity to perform on world stages and glorify the country. He spoke about this in a telephone conversation with a correspondent of MIA "Kazinform".
"All world classical art, especially theater, opera, ballet today are based on a developed culture of patronage, which has centuries-old traditions. In our opinion, Kazakhstan today, given the sufficient maturity of its society, could join such world practice by forming a policy of supporting national business initiatives in the field of patronage. Kazakhstan worthily represents its art abroad. And our art can not only be proud of, but also conduct state propaganda," the expert believes.
If the proposal is considered, the impresario expressed his willingness to find entrepreneurs who will invest in art.
"Even if 10 businessmen are found, this is already a result. Even in the difficult 90s, art was supported. When there was an energy crisis in Almaty, the lights were left on in the theaters. People always visited the theaters then, the hall was always full. Art should not be ignored," said Elbrus Imambayev.
The expert notes that in order for entrepreneurs to invest in art, a love for theatre must be instilled from childhood.
"We can see now what kind of work the Astana Opera and Ballet Theatre is doing. They conduct excursions for children. If children visit the theatre from childhood, we will raise more than one generation of art lovers. At least 30% of them will knock on the theatre's doors again," he added.
In order to develop the corresponding law, he proposes to form a working group of representatives from the world of art, theatre managers, individual figures in art and culture, deputies, business, the Atameken National Chamber of Entrepreneurs, with the mandatory involvement of specialists and employees of central government bodies.
"The task of the working group is to develop, through a collective exchange of opinions, effective mechanisms and instruments for proactive support of the philanthropic movement in the country, the search for various other extra-budgetary forms of financial and other support for Kazakhstani culture. All this could be reflected in the development of the Law "On the philanthropic movement in Kazakhstan". We need a Law that can collect all the best world experience in this area," he noted.
According to the artist, the high level of Kazakhstani opera and ballet art is recognized throughout the world.
"It is time for us to actively take our opera and ballet theatres on world tours on a planned basis with the support of the state. By winning the hearts of art lovers around the world, our talented artists will prepare fertile ground for the successful advancement of Kazakhstani diplomacy on the world stage and create favorable conditions for its fruitful work," Elbrus Imambayev believes.
The impresario noted that Kazakhstani classical art is ready to simultaneously enter the world stage arenas.
"Today our theaters are ready to enter the world arena. These are the Astana Opera and Ballet Theater, the Kazakh National Academic Opera and Ballet Theater named after Abay, the State Academic Dance Theater of the famous choreographer Bolat Ayukhanov and the National Drama Theater named after Auezov. The Zhambyl Philharmonic is also ready. High technologies and investors will come where there is high art," he noted.
"I personally know entrepreneurs who previously supported our projects and they are wondering: is it possible to receive support and incentives from the state for their contribution to the development and support of art. Within the framework of the draft law "On the Patronage Movement", I also propose to award our patrons with a special order for their contribution to the development of culture in Kazakhstan. I think this measure can be implemented within the framework of the "Rukhani Zhangyru" program and other programs," added impresario Elbrus Imanbayev.
