The history of countries and peoples shows that society not only strives to preserve its "cultural code" but also actively develops it by absorbing the best achievements of world culture. It also shares its culture and worldview with other nations and peoples, mutually enriching their cultures and fostering universal human values.
That is why the mission of the Public Fund for the Support of Culture and Creative Industries, the "Cultural Legacy Fund," is to comprehensively develop the cultural heritage of the people of Kazakhstan to form a creative society that meets the challenges of the modern world. This is achieved by creating a unified ecosystem for the development of various fields of culture, creativity, art, and the creative industry based on complementary cultural exchange both within the country and with other nations and peoples.
To ensure the practical implementation of this mission, the Fund operates in the following key areas:
-
"Cultural Growth Points" – supporting the development of state and non-state organizations and creative collectives engaged in culture, arts, or related fields aimed at enhancing cultural literacy in society, preserving and protecting cultural values and historical monuments, developing creative industries, and supporting creativity and innovation. This includes theaters, concert halls, philharmonic societies, cultural centers, troupes, ensembles, orchestras, museums, cultural houses, libraries, sports clubs, stadiums, art schools, creativity and leisure centers, universities, colleges, creative industry development centers, and more.
-
"Cultural Events Calendar" – assisting in the initiation, planning, promotion, and implementation of cultural, sports, and other mass cultural projects, events, and activities in various regions of Kazakhstan and abroad. These initiatives aim to promote Kazakhstan’s image as a country that contributes to the development of world culture and creates favorable conditions for this.
-
"Talent Support" – identifying talented Kazakhstanis and facilitating their education, the development of their creative abilities, and the promotion of their art and achievements both in Kazakhstan and internationally.
-
"Creative Industry" – supporting the initiation, planning, and implementation of projects and initiatives aimed at developing creative arts and the creative industry in Kazakhstan.
-
"Patrons’ Club" – engaging with entrepreneurs and other resource owners interested in supporting the Fund’s projects.
Investment Proposal from the President of the Cultural Heritage Fund and Impresario Elbrus Imambaev
Dear Sirs,
The reason I am addressing hedge funds lies in the lack of stable investment financing and the necessity of implementing a security system for investments. Participation in the project not only ensures high returns but also provides your funds with image advantages: brand promotion to a multimillion audience, expansion of your client base, and additional advertising of your investment products.
We propose a unique project in the entertainment industry — the organization of mega-concerts with the participation of 4–5 world superstars within one year across 100 major cities of China and other global metropolises.
Financial Parameters of the Project:
-
approximately 2–2.5 million tickets;
-
average wholesale option price — $75 for local promoters and ticketing platforms;
-
direct agreements with superstar agents whose combined audience exceeds 2 billion social media followers;
-
more than 100 million buyers of their music on digital platforms;
-
confirmed agreements with the largest ticketing platforms and leading promoters.
This is an investment with minimal risks, maximum transparency, and consistently high demand in the global entertainment market.
Financial Model:
-
investment portfolio: $10 million;
-
projected profitability: 25–30% ROI;
-
profit distribution:
-
30% to the initiator and partner (including: 10% to the cultural fund, 10% to me personally, 10% reinvested into your hedge fund).
-
Thus, the fund obtains full control over investments and management, while the project opens up new opportunities for large-scale positioning in the entertainment market.
We are confident that this project will become a strategically profitable investment with high returns and long-term value for your fund.
Sincerely,
Elbrus Imambaev
President of the Cultural Heritage Fund and Impresario
