A book titled “The Personality of Kekilbayev” has been published, aiming to systematically study the public service, political experience, and legacy of Abish Kekilbayev, an outstanding statesman and Hero of Labor of Kazakhstan. 📔
🇰🇿 The presentation is currently taking place at the Academy of Public Administration under the President of Kazakhstan.
Participants from the intellectual community highlighted the book’s relevance for training civil servants. Work has already begun to integrate Kekilbayev’s governance experience and management culture into the educational process. This aligns with modern demands, as public service today requires not only administrative skills but also deep historical awareness, national responsibility, and political wisdom.
The book comprehensively covers public administration during the formation of independent Kazakhstan, political culture, and statehood. Based on official documents, reports, memoirs, and historical data, it analyzes his work in Parliament, his strategic role as State Secretary, and his positions on national interests and public consensus.
The main goal is to connect his statesmanship with the modern governance system and bring his experience into practical application.
The project was successfully implemented with the support of Darhan Zhazykbay, Chairman of the Civil Service Agency. Coordinators include Abai Seifullayuly and Ulan Aikhodzhaev.
Core values emphasized in the book—responsibility, loyalty to national interests, evidence-based decision-making, political culture beyond populism, diplomacy, and wisdom—serve as a practical model for today’s public administration.
His role in shaping state institutions in the early years of independence deserves special attention. His work as Chairman of the Supreme Council, Member of Parliament, and State Secretary directly influenced the formation of Kazakhstan’s political system.
We also contributed as authors, focusing on his model of state-oriented thinking. The book can be used as a teaching resource on public service ethics and political culture.
Training courses titled “Abish Studies” have already been launched for school teachers at Yessenov University with the approval of the Ministry of Education.
The book is planned to be integrated into professional development systems for civil servants, кадровый резерв, and candidates for elected offices. Lectures, seminars, case studies, and discussions will be organized.
It is important to continue this initiative at the regional level, especially in Mangystau.
Kekilbayev’s legacy is a key foundation for past, present, and future governance.
